Hoyne Water Main Replacement
In the spring of 2025, the city will replace the 140-year old water main on Hoyne between Potomac and Cortez. Upon completion of the water main installation, all lead service lines within the limits of the newly installed main will be replaced. Restoration will follow, including full-width street resurfacing along with repair of damaged parkways and sidewalks.
Phase I: Water Main Replacement
The first phase will consist of replacing the water main, a process estimated to take approximately 80 days. The earliest possible start date is mid-April 2025 with completion of the water main projected for summer 2025 with restoration to follow. Residents will be notified prior to commencement.
Phase II: Lead Service Line Replacement
Once the new water main is installed, the City will replace approximately 100 lead service lines. This phase is not expected to begin until summer 2025 at the earliest. Property owners are encouraged to explore City programs to replace their lead service lines in coordination with the project. Additional outreach from the 1st Ward Office and City will help coordinate resources and expectations for this phase.
What You Need to Know During Construction
If traffic needs to be closed or limited during construction for safety reasons, you will always be able to reach your home or business. Outside of working hours, a travel lane will be left open for local traffic only.
Residents will be given 72-hour notice when water service will be temporarily interrupted to transfer water to the new main and you will need to start flushing your water system. However, in the event of an emergency shutdown during construction, we may not be able to give you prior warning.
The Department of Water Management and its authorized contractor, does everything possible to preserve homeowner improvements within the public right of way when doing infrastructure work. Any homeowner added improvements including fencing, landscaping etc. shall be removed by the individual homeowner prior to the water main installation. DWM does not assume responsibility for damage to privately installed parkway improvements, including sprinkling systems, fences, flower beds and shrubbery.
DWM does everything possible to preserve trees when doing infrastructure work. However, due to IEPA regulations concerning the separation of underground infrastructure and public safety concerns should a tree become unstable because of underground work, it is sometimes necessary to remove trees. DWM will consult with the Department of Streets and Sanitation’s Forestry Division and make decisions on tree removal on a situational basis. Residents will be notified in advance if it will be necessary to remove trees during this project.
Parking
“No Parking” signs will be posted as needed during work hours (generally 7am-4pm). Parking outside of those hours will be allowed, but cars will need to be moved by the start of the next workday. To assist residents with parking during construction, Alderman La Spata is submitting a permit parking buffer zone ordinance for portions of Hoyne that are adjacent to residential permit parking zones.

What You Need to Know After Construction
Work involving the water system like water main installation or repairs can dislodge small particles of contaminants, including lead, which can affect your drinking water. The Department of Water Management will provide each home and building units that have a lead water service feed with a free water filter set- a pitcher and six cartridges NSF-certified to remove lead if any is present in drinking water. The set will be shipped to you completely free. Homes and buildings with non-lead service are not eligible to receive the filter set.
