Fines and Fees
The City of Chicago offers different debt-relief programs to assist residents in need. If you have questions on which program is best for you, please visit the City’s Frequently Asked Questions page.
+ Clear Path Relief Pilot Program
This program provides low-income motorists with relief for vehicle-related debt, excluding expired meter tickets.
Benefits:
- Pay off the original fine amount for tickets issued in the last 3 years and all older eligible debt will be waived.
Eligibility:
- Must have existing vehicle-related debt; AND
- Must be currently enrolled in Utility Billing Relief (UBR) or Administrative Debt Relief (ADR); OR
- Have a household income les than or equal to 300% of the Federal Poverty Guidelines
Exclusions:
- Expired meter tickets, including any penalties are not eligible for waiver reduction and must be paid as part of this program.
Application Requirements:
- Active email address
- Notice number, driver's license, or license plate
- UBR account number and proof of residency; OR
- Proof of household income for last 30 days
Steps to Debt Relief:

- Submit application
- Get approved
- Complete 12-month payment plan

+ Online Payment Plans
To get started, call (312) 744-7275 to obtain a payment plan quote or go to www.chicago.com/finance. You will need the following information:
- License plate number(s)
- Active and accessible email address
- Driver's license number
Next, enroll in a payment plan online and take the order ID to a payment center to make the down payment in person.
Down Payment/Terms
Term: Up to 24 months (60 months with financial hardship)
Down Payment includes fees plus:
- 1st time booted: $25 (if you have a financial hardship)
- 2nd time booted: $100 (if you have a financial hardship)
- 3rd time booted: 25% of ticket balance (if you have a financial hardship)
- 50% of ticket balance (if no financial hardship)

Early
When: Before late penalties are assessed
Term: Up to 6 months
Down Payment: $25 or less
Benefits: More time to pay without penalty
Standard
When: After late penalties are assessed
Term: Up to 24 months (60 months with financial hardship)
Down Payment: $25 or less
Benefits: Avoid 22% collection fees, driver's license suspension and vehicle boot
+ Fix-it Tickets
Everyone can claim a fix-it defense for one expired city sticker violation and expired license plate violation per license plate.
Steps:
- Purchase/Display Sticker: Act quickly to get the most tickets dismissed
- Contest Ticket: Online, by mail, or in-person
- Provide Proof of Compliance: Proof of purchase AND display
- Tickets Dismissed: Tickets issued for the same violation 30 days prior to compliance date dismissed

+ Administrative Debt Relief (ADR)
ADR offers the opportunity to get interest, costs, and fees waived on most administrative hearings violations.
Benefits:
- Get interest, costs, and fees waived by paying 50% of the fine amount or enrolling in a payment plan
Eligibility:
- Open to individuals only. Must be currently enrolled in Utility Billing Relief or Clear Path Relief, or have a household income less than or equal to 300% of the Federal Poverty Guidelines based on 30-day period prior to application.
Payment Options:
After your ADR application is approved, you can do one of the following:
- Pay in full or check your balance at www.chicago.gov/ezpay
- Pay in-person at any payment center or EZ Pay Station
- Enroll in a payment plan by calling 312-742-3317 ($25 down payment and terms up to 60 months)
Exclusions:
- Restitution will not be waived as part of this program
